Industry: Transportation Project Background and Conditions: Huzhou Railway and Water Transport Entrepot Facility is one of the infrastructure facilities for the canal waterway reformation funded by the World Bank loan, implemented the first time by the Chinese government. It is also a major project on transportation construction in Zhejiang province. The project site is located at the west of Yangjiazhuang Village, Longxi Township, about 6 kilometers apart from Huzhou City. The entrpot gives a full play for the advantages of the rich water transport resources of the fourth grade canal, starting from Changxing via Huahu to Shanghai, and links with the railway of Xuancheng-hangzhou line and the No. 104 and 318 state highways. It is a modern inland river wharf featuring multiple functions, comprehensiveness and ability to operate at all-weather conditions. The storage facility for railway and water transport transfer was completed on April 30, 1997 and was certified in the same year. The approved total investment for the project is RMB 65.95 million, in which USD 3.39 million is the contractual loans, and the realized investment in the final accounts is RMB 65,687,000. The auxiliary project that links the railway with the transfer facility costs an investment of RMB 18.6 million. The total investment for the whole project amounts to RMB 84,287,000 in the final accounts. Project Progress: The project was completed on April 30, 1997. Plan of Implementation: The annual throughput for the project is designed to reach 1.31 million tons, and transfer 1.83 tons of goods from railway to water and from water to railway for transportation. The wharf was designed in the combination of the river bank and dig-in basins. The large basin is operated with all-weather small basins. The wharf is 620.1 meters in length with one berth of 500 tons and nine berths of 300 tons. The construction area of the warehouses is 22,000 m2, the outdoor storage and road etc. cover an area of 55,000 m2. The facility is designed to operate with five railway handling lines. Financial Evaluation: The information is not available. Co-operation Form: Foreign Wholly Owned Collaboration to Be Sought from Foreign Partner: The entire project will be transferred to the investors who are interested in the project. Status of Chinese Partner: With its establishment in June 1996, Huzhou Harbor Affairs Co., Ltd. is an inland river harbor enterprise affiliated to Huzhou Municipal Bureau of Transportation, authorized by Huzhou Municipal People¡¯s Government and approved by the provincial planning and economic commission. This project has been listed in the major transportation construction projects that were funded by the World Bank to improve the inland waterway in Zhejiang Province.
