Project Background and Conditions:
    Changxing-Heping Highway is an important link between the No. 318 state highway and No. 11 provincial highway. The No. 318 and 104 state highways connect the big cities of Shanghai, Jiangsu, Zhejiang and Anhui provinces together and play an active role in the development of the regional economy in the Yangtze River Delta. The Changxing-Heping Highway is also a major passage from Changxing to Huzhou and hangzhou and has been listed in the major transportation construction projects by the provincial government. The area along Changxing-Heping Highway is developed and populous and the transportation is very busy. It communicates the five major towns with a population of 100,000 in the southern part of Changxing County. The present conditions of the highway are poor and the highway grade is lower. Thus it has restricted the economic development and brought a negative effect to the production and lives of residents along the highway.
Project Progress: The project has been approved by Zhejiang Provincial Bureau of Transportation. The early state preparations have commenced.
Plan of Implementation: The renovation project with 20.75 km long will widen the highway to 18.5 m according to the Grade II. The designed velocity will achieve 80 km/hr. The project total investment amounts RMB 145 million.
Financial Evaluation: The all of the investment can be paid off in seven years and 10 months. The profits of RMB 70 million can be earned in ten years. The paid tolls for the highway will be used to return the loans.
