Project Background and Conditions:
    The project site was selected at the eastern area of Wukang town. In order to speed up the development and construction in the eastern area, and upgrade and perfect the urban functions, a cultural and athletic center that will have athletics, culture, entertainment and commerce will be built.
Plan of Implementation: The project covers an area of 17.89 hectares, total building area 40,750 m2, outdoor floor of 14,000 m2, the total investment RMB 27,000. The project construction includes gymnasium, training field, commercial facilities, parking lot and 20 m long green belts along the avenue.
Financial Evaluation: The project proposal has been received by the provincial Development and Reform Commission and the project feasibility study has been done.

Status of Chinese Counterpart: The project builder hangzhou Urban Construction and Development Corporation, founded in 1998, is an affiliate unit of hangzhou County Bureau of Construction, registering an asset of RMB 200 million. The company engages in building, maintaining and managing infrastructure facilities and other public facilities in the city, receiving all of the land in the planning area of the county and developing real estates etc. The company has fulfilled a total investment of more than 1 billion yuan in infrastructure construction of Wukang town. The fulfilled projects include the urban road, bridges, Qianqiu Square, Conference and Exhibition Center and Chunhui Park etc.
